Another continuing resolution likely with mostly level funding

Unable to gather enough support for an omnibus appropriations bill, the Senate is expected to pass a Continuing Resolution (CR) funding the federal government until March 4th. The Senate is planning to vote on Tuesday. The House of Representatives will return on Tuesday and is likely to vote soon after. The CR largely freezes federal spending at 2010 levels though a few programs, such as the Low Income Home Energy Assistance Program (LIHEAP), will receive an increase. The CR also would extend authority for current surface transportation programs to ensure that state departments of transportation and local transit agencies can continue ongoing infrastructure projects. Earlier this year the highway and transit bill was extended until the end of the year. The Administration and the next Congress will need to decide on a long term reauthorization of the transportation bill.
