The Continuing Resolution (CR) that keeps the federal government operating expires on December 3. The lame duck session must either enact another CR or pass an omnibus appropriations bill that would fund some or all federal departments. Given that none of the FY 2011 appropriations bills have passed both Houses, an omnibus bill is a long shot. A week or ten day CR could be passed to give the Congress more time to deal with an omnibus bill. More likely, a CR will be adopted to last until the new Congress starts work next year.
